Template pacing
Template pacing is a Meta delivery mechanism for marketing templates: when a template is new or recently edited, Meta delivers it to a small portion of recipients first, watches early engagement signals such as reads, replies and blocks for a short period, and then releases the remaining sends if the signals are acceptable, or pauses the template if they are not.

Why it matters
Pacing explains why a large broadcast on a fresh template can look stuck at a few hundred deliveries for an hour. It is not a failure; it is Meta protecting users from a template it has not yet seen perform. A template that fails the sample is paused (error 132015) and the rest of the campaign is held, so warming a template on a small, engaged segment before the big send is the practical response.

Broadcast reports show recipients in a "held by Meta" state during pacing rather than as failures, and the campaign resumes automatically when Meta releases it. Delivery protection also applies its own ramp on the first sends from a number, which keeps your own pace below what would trip Meta's checks.
