Conversations are customer threads with activity in the calendar month, counted across WhatsApp, Instagram, Messenger and web chat. Inbound messages are never blocked at the limit; new broadcasts park until the next cycle or an upgrade, and you are warned before you get there.
Contacts are the people in your address book, including imports. Opted-out contacts still count; delete or merge to free space.
Agent seats are people who can log in. Owners and admins use seats too. Seats are not billed per agent beyond the plan; upgrade for more.
Meta limits are separate from plan limits: messaging tiers (250, 1,000, 10,000, 100,000, unlimited unique customers per 24 hours) and quality ratings are set by Meta on your business portfolio. Delivery protection keeps you inside them automatically.
