On 1 October 2026 Meta changed WhatsApp pricing for every business on the WhatsApp Business Platform. Replies are free only for the first 1,000 a month on each business phone number, then charged at the utility rate, and utility templates are charged inside the 24-hour window too. Here is what changes, what it costs in rupees, and how to keep the bill down.

Who changed WhatsApp pricing, and does it apply to me?

Meta changed it, and it applies to you if you use the WhatsApp Business Platform (the Cloud API) through any provider: VGraple CRM, another CRM, a Business Solution Provider, or your own integration. It does not apply to the free WhatsApp Business app used on its own. Meta publishes the rules on its WhatsApp Business Platform pricing page, last updated on 10 September 2026.

Meta bills these charges to your own Meta account. VGraple CRM is a Meta Tech Provider, so the WhatsApp Business Account is yours, Meta invoices it directly, and we add no markup to any message. Our plan prices did not change. What exactly changes on 1 October 2026?

Two things. Everything else about Meta's per-message pricing, in force since 1 July 2025, stays as it was.

Change one: replies. From 1 October 2026 Meta charges for replies too; the first 1,000 each month on each WhatsApp number are free. Meta calls these service messages: any free-form message a business sends inside the 24-hour customer service window that opens when a customer writes. Until 30 September 2026 they were free and unlimited. From 1 October 2026, past the allowance, each reply is charged at the recipient market's utility rate.

Change two: utility templates inside the window. Utility templates are charged per delivered message, including inside the 24-hour window, from 1 October 2026. Until 30 September 2026 an order update, a booking confirmation or a reminder delivered while the customer's window was open was free. That exemption ends; the utility rate applies to every delivery.

Meta policy

The 72-hour free entry point window opens when a customer messages you from a click-to-WhatsApp ad or a Facebook Page call-to-action button. Every message inside it, marketing templates included, is free, and 1 October 2026 does not change that.

How do the 1,000 free replies work?

The allowance is worded carefully, and each word changes what you can plan for:

  • 1,000 messages, not chats. Each reply counts once, whatever it contains: text, a photo, a PDF, a list, buttons, a product card. A chat in which you send six replies uses six.
  • Per business phone number. Every WhatsApp number has its own 1,000. They are not pooled across your numbers or your Business Portfolio.
  • Per month, no rollover. Meta resets the allowance monthly. A quiet month does not bank replies for a busy one.
  • Shared by everything on the number. 1:1 replies and group replies draw on the same allowance, and so does every Messaging account that sends from the number. If another app sends from the same number alongside VGraple CRM, its replies count against the same 1,000.

The quickest way to size it is replies per chat. If your chats average five replies, 1,000 free replies cover about 200 chats per number per month. At three replies per chat it is about 333 chats; at ten, 100.

What does it cost in rupees? Worked examples

All examples use the India rates on Meta's card effective 1 October 2026, one WhatsApp number unless stated, and Meta's charges only. VGraple CRM adds nothing to any of them.

The basic case: 3,500 replies from one number

One number sends 3,500 replies in October 2026, all to Indian numbers. The first 1,000 are free; the other 2,500 cost Rs 0.115 each.

A clinic with 900 appointments a month

Confirmation, two reminders and a report-ready message for each appointment: 3,600 utility templates. Before 1 October 2026, about half went out while the patient's window was open and cost nothing, so the clinic paid about Rs 207. Now all 3,600 are charged: Rs 414. Reception also answers enquiries and reschedules in about 2,400 replies: 1,000 free, 1,400 at Rs 0.115, Rs 161. The clinic's Meta bill moves from about Rs 207 to about Rs 575 a month.

A support desk with 6,000 conversations a month

Support runs almost entirely on replies. At four replies per conversation the desk sends 24,000 replies from one number: 1,000 free, 23,000 charged, Rs 2,645 a month. If the team resolves the same conversations in three replies, it sends 18,000: 17,000 charged, Rs 1,955, a saving of Rs 690 a month from writing fuller answers. 2,000 ad conversations a month, about six replies each, all answered quickly inside the free 72-hour entry point window: Rs 0 for 12,000 replies, the offer and the payment link. Order questions from customers who did not come through an ad add 1,500 replies: 1,000 free, 500 charged, Rs 57.50. If the same 13,500 replies had all fallen outside ad windows, they would cost Rs 1,437.50. Order and shipping updates, 6,000 utility templates, now cost Rs 690 even when the customer is mid-chat, where before 1 October most of them were free.

Past the allowance, a reply costs the recipient market's utility rate, not India's. A number that sends 2,000 replies to UAE customers in a month pays for 1,000 of them at Rs 1.1509: Rs 1,150.90. The same 1,000 charged replies to Indian numbers would cost Rs 115. Full answers matter most on international chats. The pricing by country guide lists the rates that apply.

What if my Meta account has no payment method?

Two different things happen, and the second one is new.

  • Templates are already refused. Without a working payment method on the WhatsApp Business Account, Meta rejects template messages with error 141006: broadcasts, reminders and follow-ups all fail.
  • From 1 October 2026, replies stop after the allowance. Meta still delivers the first 1,000 replies a month on each number. Once they are used, it stops delivering replies from that number until a payment method is added.

Watch out

A business that has run on replies alone, with no card on its Meta account, can find its inbox going quiet in the middle of a busy month. Add a payment method in Meta Business Suite, in the billing settings of the WhatsApp Business Account, before 1 October 2026.

How can I keep the bill down?

Five levers, in the order they usually pay off:

  1. Resolve questions in fewer, fuller replies. Past the allowance, every reply costs Rs 0.115 in India. One message with the price, the options and the next step costs a third of three short messages, and customers prefer it. Saved quick replies make full answers quick to send, and AI reply suggestions draft them from the thread.
  2. Use WhatsApp Flows for data capture. Collecting a name, a date, a size and an address by chat takes eight or ten messages. A WhatsApp Flow, an in-chat form, collects them in one exchange.
  3. Answer click-to-WhatsApp ad leads fast. Conversations from click-to-WhatsApp ads and Facebook Page buttons run inside the free 72-hour entry point window. Answer quickly and the whole conversation, offer included, happens inside it. See click-to-WhatsApp ads.
  4. Reply from the WhatsApp Business app on a coexistence number. On a number connected in coexistence, messages sent from the WhatsApp Business app stay free, and they still appear in the VGraple CRM inbox. An owner who answers from the phone does not spend the allowance.
  5. Use templates where they fit. Messages you start are templates anyway. Keep transactional ones in utility (Rs 0.115) rather than marketing (Rs 0.8631), and put the whole update in one message rather than a template followed by replies. What does VGraple CRM show about this?

We cannot change Meta's prices, so we built the new charges into the places you already look:

  • A free replies meter on each number. In Settings, then Channels, each WhatsApp number's card shows "Free replies this month": replies used out of 1,000, the rate after that for the number's market, and a warning when the Meta account has no payment method.
  • Alerts at 80% and 100%. A notification when a number has used 80% of its 1,000 free replies and again at 100%, raised as a critical alert when there is no payment method, because that is when Meta stops delivering replies.
  • A line under the reply box. Once Meta's charging has started, the inbox shows a short line under the WhatsApp reply box with how many of the number's 1,000 free replies are left this month, or the rate per reply once they are used.
  • Honest broadcast estimates. The broadcast cost estimate prices a free-form broadcast (no template) as replies and subtracts what is left of the sending number's 1,000 free replies this month, and prices each recipient at their own country's rate.
  • Template notes. The template editor and the broadcast estimate note that utility templates are charged inside the window from 1 October 2026.

What did not change?

Most of what you know about WhatsApp pricing still holds:

  • Meta bills per delivered message, not per sent message and not per conversation. Failed, held and suppressed messages cost nothing.
  • India's rates on the card effective 1 October 2026 are the same as before: Rs 0.8631 marketing, Rs 0.115 utility, Rs 0.115 authentication.
  • The 24-hour window still decides what you may send: free-form replies inside it, approved templates outside it.
  • The 72-hour free entry point window from click-to-WhatsApp ads and Facebook Page buttons is still free for every message.
  • VGraple CRM still adds no markup, and your plan price is unchanged.

The October 2026 allowance sounds like the old free conversation allowances and is not: it counts messages, not conversations, per number. Did VGraple CRM raise its prices?
No. The change is Meta's and applies to every business on the WhatsApp Business Platform, whatever provider it uses. Meta bills your own Meta account directly; VGraple CRM adds no markup and its plan prices did not change.
What is the monthly reply allowance?
1,000 service messages a month on each business phone number from 1 October 2026. They are messages, not chats; 1:1 and group replies share them; every Messaging account sending from the number shares them; they do not roll over, and Meta resets them monthly.
What does a reply cost after the free 1,000?

Yes. Meta counts every reply sent from the number, whether a person, a flow or the AI sent it, and replies sent through other apps on the same number count too.
Does each WhatsApp number get its own 1,000?
Each number has its own 1,000, so two numbers that each send replies get 1,000 each. The allowance cannot be moved between numbers.
Did India's rates change on the new card?
No. On Meta's card effective 1 October 2026 India stays at Rs 0.8631 marketing, Rs 0.115 utility and Rs 0.115 authentication. What changed is which messages are charged.
