Too long? Read this
- The WhatsApp Business API (Cloud API) lets software send and receive WhatsApp messages for a business number: no phone, no app, unlimited agents, automation and campaigns within Meta's rules
- You get it through a platform: a BSP that resells access and marks up Meta's rates, or a Tech Provider like VGraple CRM that connects your own account so Meta bills you directly
- Setup is Meta Embedded Signup (about 15 minutes), business verification (days), a first approved template (minutes to hours); coexistence lets you keep the WhatsApp Business app on the phone
- Meta charges per delivered template message: India, April 2026, Rs 0.8631 marketing, Rs 0.115 utility and authentication, replies inside the 24-hour window free
The WhatsApp Business API is Meta's programmatic interface for sending and receiving WhatsApp messages on a business number from software instead of a phone. It is what lets a team of ten answer one number, a chatbot reply at midnight, a campaign reach ten thousand opted-in customers, an order system send a shipping update, and a CRM record which conversation became a sale. It has no app of its own: businesses use it through a platform, and the platform's job is to make Meta's rules (opt-in, templates, the 24-hour window, messaging tiers, quality ratings, per-message pricing) work for you instead of against you. This guide is the full picture for an Indian business in 2026.
App, API, or both
| WhatsApp Business app | WhatsApp Business API | |
|---|---|---|
| Cost | Free | Per-message charges from Meta plus a platform fee |
| Devices | One phone plus up to 4 linked devices | Any number of agents on web and mobile |
| Automation | Greeting, away message, quick replies | Keyword rules, chatbot flows, AI, sequences |
| Broadcasts | Lists of 256 saved contacts | Template campaigns to opted-in contacts, within Meta tiers |
| Recipients must save your number | Yes | No |
| Interactive messages | No | Buttons, lists, product messages, Flows |
| Reporting | None | Per message, per campaign, per agent |
| Integrations | None | Webhooks, API, Zapier, CRM, payments |
| Keep the phone app | n/a | Yes, with coexistence |
The app is right for a solo operator answering within minutes. The API is right the moment a second person needs to answer, replies are needed when nobody is at the phone, or campaigns exceed a few hundred contacts. Coexistence, introduced by Meta in 2024 and generally available in 2025, removes the old trade-off: the number stays in the app and also works on the API.
How the API works, in one diagram's worth of words
Your WhatsApp Business Account (WABA) lives in your Meta Business Portfolio. A phone number is registered to the WABA. A platform holds a token that lets it send messages for that number and receives webhooks (incoming messages, delivery receipts, account events) at a URL. Everything you do in the platform (reply, broadcast, automate) becomes API calls; everything customers do arrives as webhooks. Meta enforces policy at the API: template approval, the 24-hour window, tier limits, quality ratings, frequency caps.

BSP or Tech Provider: who you get it from
The commercial difference is large. BSPs commonly add 10 to 25 percent to Meta's per-message rates, sell prepaid credits that expire, or charge per agent. With a Tech Provider you pay Meta's published rate and a flat platform fee. Ask any vendor two questions: are you a BSP or a Tech Provider, and what is your markup on Meta's rates. VGraple CRM is a Tech Provider with no markup.
What it costs in 2026
| Category | India rate (April 2026) | What it is |
|---|---|---|
| Marketing | Rs 0.8631 | Offers, launches, re-engagement; needs opt-in and an opt-out line; subject to the per-user frequency cap |
| Utility | Rs 0.115 | Order, booking, payment and account updates the customer expects |
| Authentication | Rs 0.115 | One-time passcodes |
| Service | Free | Replies inside a customer's 24-hour window |
A clinic sending 2,000 reminders (utility) and 1,000 offers (marketing) a month pays Meta about Rs 1,093. A D2C brand sending 20,000 marketing and 10,000 utility messages pays about Rs 18,400. Platform fees are separate: VGraple CRM pricing shows worked months; rates for 14 countries cover international customers.
Getting the API in India: the actual steps
- Pick the platform (see BSP vs Tech Provider above) and create a workspace. VGraple CRM's free plan is enough to connect.
- Prepare the number. New: any Indian mobile or landline that can receive an OTP. Existing on the Business app: choose migrate or coexistence. On personal WhatsApp: move to the Business app first.
- Run Embedded Signup. Log in to Facebook, select or create the Meta Business Portfolio and WABA, enter the number, verify by OTP, set a display name. About 15 minutes. VGraple CRM registers the webhook and the two-step PIN for you.
- Submit the first template. Templates are reviewed per WABA; a utility template such as an appointment confirmation usually approves within minutes to hours. The library has 75 ready ones.
- Start business verification in Meta Business Manager: legal name, address, a document (GST certificate, incorporation certificate, utility bill). Typically 1 to 5 working days. It raises your messaging tier and unlocks the display name in customers' chats.
- Warm up. Send utility messages to existing customers first; tiers rise with good-quality usage.
Step-by-step with screenshots: connect your WhatsApp number, coexistence mode, business verification.
The rules you will live with
- Opt-in. Every business-initiated message needs the person's prior consent. The click on a click-to-WhatsApp ad, a form checkbox, a QR scan followed by a message, and "reply YES" all count. Purchased lists do not.
- Templates outside the window. After 24 hours of customer silence, only approved templates can be sent. Inside the window, anything.
- Messaging tiers. 250, 1,000, 10,000, 100,000, unlimited unique customers per rolling 24 hours, per business portfolio since October 2025.
- Quality rating. Blocks and reports lower it; a Low rating lowers the tier and can restrict the account.
- Per-user frequency cap. Marketing messages to a user who is at Meta's cap are not delivered (error 131049). Utility messages are not capped.
- Template pausing. Templates that draw complaints are paused for 3 hours, then 6, then disabled (error 132015).
A platform that treats these as engineering problems rather than support tickets is the difference between a healthy number and a restricted one; that is what delivery protection is.
What you can build on it
- A shared inbox with assignment, notes, SLA timers and Instagram and Messenger alongside (team inbox)
- Broadcast campaigns with segments, cost estimates, pacing and per-recipient status (broadcasts)
- Chatbots from a visual builder and an AI chatbot on your documents (flow builder, AI chatbot)
- Drip sequences, appointments, leads pipeline, catalog and payment links in chat
- Interactive messages: reply buttons, lists, product messages and native in-chat forms (WhatsApp Flows)
- Integrations through webhooks, a REST API and Zapier; click-to-WhatsApp ads with revenue sent back to Meta
Common questions from Indian businesses, answered plainly
Can I have more than one number? Yes, several numbers per WABA, each with its own display name; the messaging tier is shared across the portfolio.
Does the number need to be Indian? No. Any country's number can be registered; rates follow the recipient, not the sender.
What about the green tick? It is the Official Business Account badge for notable brands, applied for after verification. It does not change limits or prices, and most businesses do not need it.
Can I move platforms later? Yes. The WABA is yours with a Tech Provider; with a BSP you may need to migrate the number out. Templates must be re-submitted on the new platform; contacts export as CSV.
Will the API work with my e-commerce or CRM? Through webhooks, Zapier or the API, yes; see integrations.
Is there a sandbox? VGraple CRM provides a sandbox number with a JOIN code and a sample workspace so you can try the inbox, flows and broadcasts before connecting your number.
What changed in 2025 and 2026
- July 2025: per-message billing replaced conversation-based billing for templates.
- October 2025: messaging limits became portfolio-level.
- 2025: Tech Provider became Meta's standard way for platforms to connect customer-owned accounts; coexistence became generally available.
- April 2026: Meta published India rates directly in INR and began account-level penalties for retrying capped or opted-out recipients.
What VGraple CRM adds
VGraple CRM connects your own WABA as a Meta Tech Provider (no markup, Meta bills you directly), runs Embedded Signup and coexistence in the connection wizard, ships a template builder with a validator and a 75-template gallery, and builds Meta's rules into the sending engine: pacing by quality rating, tier budgeting with auto-resume, auto-pause when a template is paused, and suppression of opted-out and capped contacts. The free forever plan connects a real number; pricing and every feature are documented on this site.
