- Meta charges per delivered message: marketing Rs 0.8631, utility Rs 0.115, authentication Rs 0.115 in India on the card effective 1 October 2026
- From 1 October 2026 replies are charged after the first 1,000 a month on each number (Rs 0.115 each in India), and utility templates are charged inside the 24-hour window too
- Platform fees are separate: from Rs 0 (VGraple CRM Free) to several thousand a month, with or without a markup on Meta's rates
- A clinic, a retailer, a coaching institute, a real estate agency and a D2C brand each cost very differently; worked examples inside
- The biggest levers: fewer, fuller replies, click-to-WhatsApp ads answered fast, operations on utility, marketing only to consenting engaged people, no markups
"How much does WhatsApp API cost?" has two honest answers: Meta's per-message rates, which are public and the same for everyone, and the platform fee for the software you use, which varies from nothing to a lot and sometimes hides a markup on Meta's rates. Most confusion comes from vendors blending the two. This guide separates them, gives the India rates on Meta's card effective 1 October 2026, explains what is still free after Meta's 1 October 2026 change, and works through five realistic monthly budgets.
Meta's rates in India (card effective 1 October 2026)
| Category | What it covers | Per delivered message | Not charged when |
|---|---|---|---|
| Marketing | Offers, launches, re-engagement, anything promotional | Rs 0.8631 | Inside a free entry point window (up to 7 days) (click-to-WhatsApp ad or Facebook Page button) |
| Utility | Order updates, reminders, alerts, account notices, anything about the customer's own transaction | Rs 0.115, inside or outside the 24-hour window | Inside a free entry point window (up to 7 days) |
| Authentication | One-time passcodes | Rs 0.115 | Inside a free entry point window (up to 7 days) |
| Service (free-form replies) | Anything you send inside the 24-hour window without a template | Rs 0.115 after the free allowance | The first 1,000 each month on each business phone number, and inside a free entry point window (up to 7 days) |
Meta bills these to the payment method on your Business Portfolio, monthly, with an invoice in Business Suite. Undelivered, held and failed messages are never billed. India's rates did not change on the 1 October 2026 card; what changed is which messages are charged. The India pricing page tracks the current card.
What changed in July 2025 and October 2026
Before July 2025 Meta charged per 24-hour conversation by category, and Meta had stopped charging for service conversations in November 2024. From 1 July 2025 the charge became per delivered template message, and until 30 September 2026 Meta charged nothing for replies inside the 24-hour window, with no cap, or for utility templates delivered while the window was open.
On 1 October 2026 Meta changed two of those rules. From 1 October 2026 Meta charges for replies too; the first 1,000 each month on each WhatsApp number are free. The allowance counts messages, not chats; it is per business phone number, shared by 1:1 and group replies and by every Messaging account on that number, and it does not roll over. After it, each reply costs the recipient market's utility rate. Utility templates are charged per delivered message, including inside the 24-hour window, from 1 October 2026. The free entry point window (up to 7 days) from click-to-WhatsApp ads and Facebook Page buttons is unchanged, and messages sent from the WhatsApp Business app on a coexistence number stay free. The full walkthrough is in Meta's 1 October 2026 pricing change. Older cost guides that talk about free replies without a cap are wrong from that date.

Platform fees, with and without markup

Five worked monthly examples
All examples use the India rates on Meta's card effective 1 October 2026, apply the rules that start on 1 October 2026, assume one WhatsApp number and a consenting, active list. Replies over the free 1,000 are charged at Rs 0.115.
A 3-doctor clinic
900 appointments a month. Confirmation, two reminders and a report-ready or check-in message each: 3,600 utility messages, all charged now that in-window utility is billed: 3,600 times Rs 0.115 = Rs 414. Enquiries and reschedules produce about 2,400 replies from the reception number: 1,000 free, 1,400 charged, Rs 161. No marketing. Meta total Rs 575. Platform: VGraple CRM Starter Rs 1,499 (two reception seats, analytics). Total about Rs 2,074 a month.
A retailer with 12,000 consenting contacts
One marketing campaign a week to a 3,000-person engaged segment: 12,000 marketing deliveries, Rs 10,357. Order confirmations and status updates for 900 direct orders: 2,700 utility messages, Rs 310.50. Product questions produce about 3,000 replies: 2,000 charged, Rs 230. Meta total about Rs 10,898. Platform: Growth Rs 3,499 (six staff). Total about Rs 14,397.
A coaching institute with 500 students and 400 enquiries a month

Two launch campaigns to 5,000 consenting enquirers: 10,000 marketing, Rs 8,631. Follow-up sequences: about Rs 900. Meta total about Rs 10,566. Platform: Growth Rs 3,499 for up to 15 agents. Total about Rs 14,065. An agency this size gains most from one fuller reply with the cost sheet, floor plan and visit slots in place of four short ones.
A D2C brand running click-to-WhatsApp ads
2,000 ad conversations a month, all answered inside the free entry point window (up to 7 days), including the offer: Rs 0. Order and shipping updates for 600 orders: 1,800 utility, Rs 207. Order questions from non-ad chats produce about 1,500 replies: 500 charged, Rs 57.50. One re-engagement campaign to 4,000 past buyers: Rs 3,452. Meta total about Rs 3,717. Platform: Growth Rs 3,499 with Conversions API feeding Ads Manager. Total about Rs 7,216, plus the ad spend itself.
The levers that change the bill
- Resolve questions in fewer, fuller replies. From 1 October 2026 each reply past a number's free 1,000 costs Rs 0.115. One complete answer beats three partial ones.
- Collect details with WhatsApp Flows. An in-chat form gathers name, date and preference in one exchange instead of a back-and-forth of replies.
- Use the ad window. Everything inside the free entry point window (up to 7 days) of a click-to-WhatsApp ad is free, including marketing, so answer ad leads fast.
- Keep operations on utility. Reminders, updates and receipts at Rs 0.115, far below marketing, with no per-user cap.
- Market only to consenting, engaged people. Fewer, better sends cost less and protect the quality rating that keeps sends flowing.
- Avoid markups. A 15 percent markup on Rs 10,000 of Meta charges is Rs 1,500 a month for nothing.
- Do not pay per seat or per contact for volume you do not use. Match the plan to real usage; usage meters show it.
Annual view
Multiply the monthly figures by twelve and the platform fee is usually the smaller half for any business that markets on WhatsApp, which is why the message levers above matter more than the plan price. Annual billing on VGraple CRM cuts the platform line by about a fifth.
What is not a cost
Meta's charges are not a cost of VGraple CRM and vice versa. Failed sends, held sends and suppressed recipients cost nothing. Templates are free to create and submit. The Cloud API has no hosting fee. Verification is free. The WhatsApp Business app remains free and can coexist with the API on the same number, and replies sent from the app on a coexistence number are not charged.
What VGraple CRM shows
Each WhatsApp number's card in Settings shows free replies used this month out of 1,000, the rate after that for the number's market, and a warning when the Meta account has no payment method. VGraple CRM notifies you at 80% and 100% of the free replies, as a critical alert when there is no payment method. The broadcast cost estimate prices each recipient at their country's rate for the template's category, and prices a free-form broadcast as replies after the sending number's free replies left this month.
Estimating your own
Use the pricing calculator with your monthly message counts by category, or take last month's numbers from any tool you use today: replies per number (over 1,000, Rs 0.115 each), utility templates (Rs 0.115 each, inside the window or not), marketing deliveries (Rs 0.8631 each), plus the platform fee. The platform fee vs Meta charges guide shows how to read any vendor's pricing page against this model.
