Most WhatsApp bills are inflated by messages sent as marketing that should be utility, and by templates sent outside the free window.

Two businesses with the same customers and the same volume can pay Rs 3,000 and Rs 20,000 a month to Meta. The difference is almost always category and timing: one sends reminders and updates as utility templates while the customer is still in the free window; the other sends everything as marketing, to everyone, on a schedule. This guide lists eight changes that cut the bill without cutting reach, with the rules behind each.

Seven and a half times is the ratio between a message written as utility and the same message with an offer inside it.

Change one: categorise honestly and precisely

List every template you send and ask of each: does it refer to something this specific customer did or has with us, and is there anything promotional in it? Reminders, confirmations, status updates, receipts, report-ready notices, document requests, renewal notices and feedback requests without incentives are utility. Offers, launches, "we miss you", cart reminders and incentivised feedback are marketing. Rewrite the utility ones to remove any promotional sentence.

Change two: split offers into their own template

An order update with a discount code is a marketing message costing Rs 0.8631 to every recipient, including the ones who would have ignored the offer. Send the update as utility to everyone (Rs 0.115 or free) and the offer as marketing only to consenting contacts who engage, later.

Change three: send on events, not on schedules

A utility template sent by automation the moment something happens (a stage change, a payment, a booking) usually lands while the customer is still in the window they opened to do that thing, so it is free. Undelivered messages are not billed, but marketing to people who block you costs the quality rating, and marketing to capped or opted-out contacts wastes daily limit. Suppression (opt-outs, blocked, not on WhatsApp, US numbers for marketing, recently marketed) before every send keeps the paid messages to people who might respond.

A resend of a message that was delivered is a second charge; a resend of a held message is a duplicate later; a resend of a capped message fails again and, since April 2026, slows the account. Read the report and let the holds clear.

How to audit your current templates in an hour

Export the template list from WhatsApp Manager or read it in VGraple CRM's Templates page, sorted by sends in the last 30 days. For each of the top ten, write down the category, the last month's delivered count, and whether the text contains an offer, a code, a cross-sell or a "we miss you". Multiply marketing deliveries by Rs 0.8631 and utility by Rs 0.115. Any high-volume marketing template whose text is really about a transaction is a rewrite candidate; any utility template with promotional wording is a recategorisation risk and a rewrite candidate too. Then look at when each utility template is sent: by automation on an event, or by batch. Batches sent hours after the event are the ones paying Rs 0.115 that could be free. Most businesses find a third of their bill in this hour.

Where the free window comes from

Every inbound message opens a 24-hour window. The businesses with the lowest bills are the ones whose customers write first: QR codes at the counter, wa.me links in bios and emails, a widget on the site, click-to-WhatsApp ads. Design the customer journey so the first touch is theirs, and most of what follows is free.

A before-and-after

A salon with 4,000 clients sent one marketing broadcast a week to everyone with the week's offer and included "book now" reminders in it: 16,000 marketing deliveries a month, Rs 13,810. After the changes: booking confirmations and reminders as utility on stage changes (2,400 messages, mostly in-window, about Rs 120), a monthly offer to a 1,500-person engaged segment (Rs 1,295), and a review request without an incentive after each visit (utility, in-window, free). Total about Rs 1,420, with more bookings, because the reminders now arrived at the right time.

Measuring the saving

Compare Meta's invoice for the month before and after the changes, line by line: marketing deliveries should fall and utility deliveries rise, with the utility line growing slower than the messages because more of them are free in-window.
