From 1 October 2026 Meta charges for WhatsApp replies after the first 1,000 a month on each business phone number, and for utility templates sent inside the 24-hour customer service window. This is Meta's change, billed by Meta to your own Meta account with nothing added by VGraple CRM; this article explains exactly what changes, what it costs and what you can do about it.

Who made this change, and who does it apply to?

Meta made it, and it applies to every business on the WhatsApp Business Platform, whichever provider it uses: VGraple CRM, another CRM, a Business Solution Provider or a direct Cloud API integration. Meta publishes the rules on its WhatsApp Business Platform pricing page, updated on 10 September 2026, and bills each business's own Meta account directly.

VGraple CRM is a Meta Tech Provider: your WhatsApp Business Account is yours, Meta invoices it, and VGraple CRM adds no markup to any message charge. Your VGraple CRM plan price does not change because of this. What we have changed is the product, so you can see the new charges coming before they arrive; that is covered at the end of this article.

What are the two changes?

Since 1 July 2025 Meta has billed per delivered message rather than per conversation. On 1 October 2026 two of the rules change.

  1. Replies are charged after an allowance. From 1 October 2026 Meta charges for replies too; the first 1,000 each month on each WhatsApp number are free. A reply, which Meta calls a service message, is any message a business sends without a template inside the 24-hour window a customer opens by writing to you. Past the allowance, each reply is charged at the recipient market's utility rate.
  2. Utility templates are charged inside the window too. Utility templates are charged per delivered message, including inside the 24-hour window, from 1 October 2026. Until 30 September 2026 an order update or appointment reminder sent while the customer's window was open was free.
MessageUntil 30 September 2026From 1 October 2026
Reply inside the 24-hour window (service message)Not charged, no limitFirst 1,000 a month on each number at no charge, then the market's utility rate

The 72-hour free entry point window opens when a customer messages you from a click-to-WhatsApp ad or a Facebook Page call-to-action button. Everything you send inside it, marketing templates included, stays free.

How exactly does the 1,000 free replies allowance work?

The allowance is precise, and each part of it matters when you plan:

  • Messages, not chats. Each reply counts once: a text, a photo, a PDF, a list or a button message. A chat in which you send five replies uses five.
  • Per business phone number. Each WhatsApp number connected to your account has its own 1,000. A second number does not share the first number's allowance, and one number cannot borrow from another.
  • Per month, with no rollover. Meta resets the allowance monthly. Replies you did not use this month are gone.
  • Shared inside the number. 1:1 replies and group replies draw on the same allowance, and so does every Messaging account that sends from that number, including any other app connected to it alongside VGraple CRM.

Example

If your chats average five replies, 1,000 free replies cover about 200 chats a number a month. A salon that answers 150 booking chats a month in about five replies each stays inside the allowance; a support desk answering 1,500 chats a month does not.

What will it cost? An India example

Past the allowance, a reply to an Indian number costs Rs 0.115, the India utility rate on Meta's card effective 1 October 2026.

Example

One WhatsApp number sends 3,500 replies in October 2026, all to Indian numbers. The first 1,000 are free. The other 2,500 are charged at Rs 0.115 each: 2,500 x Rs 0.115 = Rs 287.50 at Meta's rate, billed by Meta to your Meta account. VGraple CRM adds nothing to it.

India's rates on the card effective 1 October 2026 are unchanged from the previous card:

CategoryRate per delivered message in India
MarketingRs 0.8631
Utility (inside or outside the window)Rs 0.115
AuthenticationRs 0.115
Reply after the first 1,000 a month on the numberRs 0.115

For customers abroad, a reply past the allowance costs that market's utility rate: Rs 1.6122 for a UK number and Rs 1.1509 for a UAE number, for example. The WhatsApp API pricing pages list every market, and the pricing calculator totals a month.

What happens if my Meta account has no payment method?

Meta already refuses template messages when the WhatsApp Business Account has no working payment method, with error 141006. From 1 October 2026 replies are affected too: Meta still delivers the first 1,000 replies a month on each number, and once they are used it stops delivering replies from that number until a payment method is added.

Watch out

If your inbox depends on replies, check the payment method before 1 October 2026. Add it in Meta Business Suite, in the billing settings of the WhatsApp Business Account. Once the method is added, replies deliver normally again.

How can I keep the bill down?

Five levers work, and none of them costs anything to set up:

  1. Resolve questions in fewer, fuller replies. One message with the price, the timing and the next step costs a third of three short ones once the allowance is used. Saved quick replies make full answers fast to send.
  2. Collect details with WhatsApp Flows. An in-chat form takes a name, a date and a preference in one exchange instead of a back-and-forth of replies. See build your first flow.
  3. Answer click-to-WhatsApp ad leads fast. A conversation that starts from a click-to-WhatsApp ad or a Facebook Page button runs inside the free 72-hour entry point window, where every message is free. Reply quickly so the conversation happens inside it.
  4. On a coexistence number, reply from the WhatsApp Business app when it suits you. Messages sent from the app on a coexistence number stay free, and they still appear in the VGraple CRM inbox.
  5. Use templates where they fit. Messages you start are templates anyway; keep transactional ones in utility (Rs 0.115) rather than marketing (Rs 0.8631), and put the whole update in one message.

What VGraple CRM shows you

VGraple CRM does not change Meta's prices, but it shows you where you stand before the invoice does:

  • A meter on each number's card. In Settings, then Channels, each WhatsApp number's card shows "Free replies this month": replies used out of 1,000, the rate after that for the number's market, and a warning when the Meta account has no payment method.
  • Alerts at 80% and 100%. VGraple CRM raises a notification when a number has used 80% of its 1,000 free replies and again at 100%. When the account has no payment method, the alert is critical, because Meta stops delivering replies at 100%.
  • A line under the reply box. Once Meta's charging has started, the inbox shows a short line under the WhatsApp reply box with how many of that number's 1,000 free replies are left this month, or the rate per reply once they are used.
  • Broadcast estimates. The broadcast cost estimate prices a free-form broadcast (no template) as replies and subtracts what is left of the sending number's 1,000 free replies this month. See cost estimate and test send.
  • Template notes. The template editor and the broadcast estimate note that utility templates are charged inside the window from 1 October 2026.

Frequently asked questions

Is this a VGraple CRM charge?
No. It is Meta's pricing, and it applies to every business on the WhatsApp Business Platform whichever provider they use. Meta bills your own Meta account directly at its published rates; VGraple CRM adds no markup and bills nothing for messages.
Is the allowance 1,000 chats or 1,000 messages?
1,000 messages. Every reply you send inside the 24-hour window counts once, whether it is a text, an image, a document or an interactive message. If your chats average five replies, 1,000 free replies cover about 200 chats a number a month.
Does the unused allowance roll over?
No. Meta resets the allowance every month and anything unused is lost. Each business phone number has its own 1,000; one number cannot borrow from another.
What does a reply cost after the first 1,000?
The recipient market's utility rate on Meta's card: Rs 0.115 for an Indian number on the card effective 1 October 2026. So 3,500 replies from one number in a month cost Rs 287.50 (2,500 charged), billed by Meta.
Are utility templates free if the customer messaged me today?
Not from 1 October 2026. Until 30 September 2026 a utility template delivered inside an open 24-hour window was free; from 1 October it is charged at the utility rate wherever it is delivered, except inside a 72-hour free entry point window.
What is still free?
Everything inside the 72-hour free entry point window that opens when a customer messages you from a click-to-WhatsApp ad or a Facebook Page call-to-action button, marketing templates included, and messages sent from the WhatsApp Business app on a coexistence number.
What happens with no payment method on my Meta account?
Meta already refuses templates (error 141006). From 1 October 2026 it still delivers the first 1,000 replies a month on each number, then stops delivering replies until you add a payment method in Meta Business Suite billing.
Do AI and chatbot replies count?
Yes. Meta counts every reply sent from the number, whether an agent, a flow or the AI sent it, and replies sent through any other app connected to the same number count too.
