What is a WhatsApp messaging limit?

A messaging limit is the maximum number of unique customers a WhatsApp Business number (and, since October 2025, a business portfolio) can send business-initiated marketing template messages to in a rolling 24-hour period. Meta sets it in tiers of 250, 1,000, 10,000, 100,000 and unlimited, and raises or lowers it based on volume and quality.

Why it matters

The limit caps how big a broadcast can be on any given day. It counts unique recipients of business-initiated marketing messages, not messages, and not replies inside an open window. Since the July 2025 pricing change utility templates no longer count toward it, so operational messaging is uncapped; only marketing reach is tiered.

Frequently asked questions

Do replies count against the limit?
No. Only business-initiated marketing conversations with unique users count.
Do utility messages count?
Not since July 2025. Utility and authentication templates are outside the marketing limit.
Is the limit per number or per business?
Both. Each number has a tier, and since October 2025 all numbers under one portfolio also share a portfolio-level marketing limit.
