Quiet hours
Quiet hours are a sender-defined window, typically late evening to morning in the recipient's local time, during which marketing broadcasts and automated non-urgent messages are held and released afterwards. Meta does not mandate them, but a message at 2 am is among the most reliable ways to earn a block.

Why it matters
Timing is a quality factor. Night-time marketing gets blocked and reported far more than the same message at 10 am, and in a country with one time zone like India a single window covers everyone. For international lists, per-contact time zones matter.
In VGraple CRM
Quiet hours are set per workspace with the recipient's country code used to infer the time zone; broadcasts scheduled into the window are queued to its end, sequences skip the window for marketing steps, and utility messages (reminders, order updates) can be exempted. Send-time optimisation works inside the allowed window.
