Delivery rate
Delivery rate is the percentage of messages a business sent that Meta reports as delivered to the recipient's phone. It excludes messages that failed at send (wrong number, cap, pause) and messages still pending because the phone is offline. Healthy WhatsApp lists deliver 95 to 98 percent; below 90 percent signals a data problem.

Why it matters
Delivery is the first funnel step and the cheapest to fix: undelivered messages are mostly numbers not on WhatsApp (131026), users who blocked you, frequency-capped users (131049) and phones that have been offline for days. Because Meta bills on delivery, a low rate does not cost money, but it hides a list-quality problem that will cost quality rating.
