Spam report
A spam report is a WhatsApp user flagging a message from a business as spam through the app's Report option, which sends the recent messages to Meta for review. Reports usually accompany a block and weigh more heavily than blocks in Meta's quality assessment; a spike in reports can trigger error 131048 and a restriction on the number.

Why it matters
Reports tell Meta the content was unwanted, not just the sender. Enough reports on one template can pause it; enough on a number can restrict it or, for repeated offences, ban the WABA. The reasons users pick when reporting (spam, scam, unwanted) are visible to Meta and shape the response.
