What is the phone number quality rating?

The phone number quality rating is Meta's assessment of how recipients respond to messages from a WhatsApp Business number over the previous seven days, shown as green (high), yellow (medium) or red (low). It is driven mainly by blocks and spam reports relative to messages sent, and by the reasons users give when they block.

Why it matters

The rating controls the tier: a low rating triggers a downgrade, and a persistently low rating can put the number in "Flagged" or "Restricted" status where marketing sends fail entirely. It recovers only through a week of clean sending. Nothing else you do on WhatsApp matters if the number is red.
