Error 131048
Error 131048 ("Spam rate limit hit") is returned when Meta has temporarily restricted a phone number from sending because the rate of blocks and spam reports it received crossed Meta's threshold. Sends fail until the restriction lifts, which normally takes one to several days of clean behaviour.

Why it matters
131048 is the enforcement step after a red quality rating: Meta stops the number rather than the template. It is caused by sending unwanted marketing at volume, and it recurs faster each time. Recovery means changing the audience, not waiting it out.
