Error 131026
Error 131026 ("Message undeliverable") is returned when WhatsApp cannot deliver a message to the recipient. The usual causes are a phone number with no WhatsApp account, a user who has blocked the business, an old WhatsApp version that cannot render the message type, or a user who has not accepted WhatsApp's current terms.

Why it matters
131026 is the honest "wrong number or blocked" signal, and the most common failure on imported lists. It is not charged, but retrying it wastes limit and, for blocked users, invites a report. The right handling is to record the state on the contact and stop sending until there is evidence the number is live.
