A WhatsApp messaging tier is Meta's cap on how many unique people your business can send a business-initiated template to in a rolling 24 hours, starting at 250 for a new account and moving up through 2,000, 10,000, 100,000 and Unlimited as sending history and quality build trust. VGraple CRM tracks your live usage against this limit continuously and stops a campaign before Meta starts rejecting sends, rather than after a wave of failures tells you the hard way.

Before you start
- Understand that a tier is a ceiling on unique recipients started with a template message, not a cap on total messages or on replies inside an already-open service window; answering a customer's own question never counts against it, no matter how many customers you answer in a day.
- Know that since October 2025 this limit applies to your whole business portfolio, every phone number under the same Meta business, not to one number in isolation. See portfolio-level messaging limits for what that changes in practice.
- There is nothing to configure in VGraple CRM to receive tier tracking and protection; it runs automatically on every plan, including Free, for every connected number.
Steps

Checking your current tier
Open the WhatsApp channel card. Go to Settings, then Channels, then WhatsApp. Each connected number shows its current tier as a badge, for example TIER 10K, next to its quality rating.
Check remaining headroom before sending a large campaign. The broadcast composer's Review and Send step states your current portfolio usage, the tier limit, and how much headroom remains for the rolling 24-hour window, before the send button unlocks.
Moving up a tier
- Complete business verification, or build qualifying sending history. From 250, either path works: verify your Meta Business Manager (see completing business verification), or deliver 2,000 messages to unique numbers within 30 days with templates that maintain good quality.
Keep quality high while volume builds. A number needs at least a YELLOW quality rating to be eligible for a throughput or tier upgrade at all; a RED rating blocks upgrade eligibility regardless of volume. See understanding and recovering your quality rating.
Let VGraple CRM's automatic protection do its job while you wait for a higher tier. Pacing and portfolio budget tracking run identically at every tier, so you do not need to manually throttle a campaign to avoid exceeding your current limit; the platform stops the send before Meta does.
What does each tier actually mean in practice?
| Tier | Unique recipients per rolling 24h | Typical account | What it means day to day |
|---|---|---|---|
| 250 | 250 | Brand-new WhatsApp Business Account | A single broadcast to a full contact list of a few hundred people can exhaust the day's budget on its own |
| 2,000 | 2,000 | Verified or lightly-used account | Comfortable for most small businesses running occasional campaigns |
| 10,000 | 10,000 | Established sender with consistent quality | Supports daily or near-daily campaigns for a mid-size contact base |
| 100,000 | 100,000 | High-volume, high-quality sender | Large D2C or multi-location businesses running frequent campaigns across a big list |
| Unlimited | No cap | Sustained 100K+ tier with strong quality and very high utilization | Reserved for the highest-volume senders; also eligible for Meta's 1,000/s throughput upgrade under specific conditions |
A business that has just connected its first number and immediately tries to broadcast to a 5,000-contact list at the 250 tier will see most of that campaign parked or skipped until the daily budget refreshes across several days, which is exactly the scenario the composer's pre-flight headroom check is built to warn about before you send, not after.
Example
A coaching institute connects a new number two weeks before an admissions deadline and wants to message 3,000 prospective students immediately. At the 250 tier, VGraple CRM's composer shows the shortfall before the send button unlocks, so the institute completes business verification first (typically resolved within a few days) rather than discovering the limit halfway through a broadcast that would otherwise park for over a week.
What you will see
The tier badge on the channel card updates when Meta's business_capability_update webhook reports a change (for an increase) or account_alerts (for a denial), usually within the hour of Meta's own decision, not on a fixed schedule you can predict. During a large campaign that runs into the daily limit, the campaign's status shows "paused" with the reason naming the portfolio budget explicitly, and a resume time set to when the rolling window reopens; it continues automatically from there with no manual restart needed.
Settings and options
| Setting or field | What it does | Default |
|---|---|---|
| Tier badge (channel card) | Shows the current messaging_limit_tier reported by Meta | Refreshed on Meta's webhook and the periodic health check |
| Portfolio budget tracker | Live count of unique recipients started across the whole portfolio in the trailing 24 hours | Always on; checked before every campaign send continues |
| Auto-continue (broadcast setting) | Whether a campaign that parks on hitting the daily limit resumes automatically when the window reopens | On by default; the alternative marks the remainder skipped instead |
| Cost and headroom preview | Shows remaining daily budget and per-recipient cost before a broadcast sends | Always shown at the Review and Send step |
Troubleshooting
| Symptom | Likely cause | Fix |
|---|---|---|
| Campaign paused with "portfolio budget" as the reason | The rolling 24-hour unique-recipient limit for your whole business was reached | Wait for auto-resume, or check the exact resume time on the campaign; this is expected behaviour, not an error |
| Tier stuck at 250 despite months of sending | Neither business verification nor the 2,000-in-30-days path has been completed yet | Complete verification (fastest, most reliable path) or check whether volume and quality actually met the 30-day threshold |
| Tier not increasing despite high volume | Quality rating is below YELLOW, which blocks upgrade eligibility regardless of volume | Focus on quality recovery first; see understanding your quality rating |
| Two numbers under one business behaving as if they share one limit | This is correct, not a bug; portfolio-level limits apply since October 2025 | See portfolio-level messaging limits for how to plan sends across numbers |
| Tier badge missing entirely | Meta has not yet reported a tier for a very new or newly registered number | Normal for the first day or two after connecting; click Refresh on the channel card to re-check |
