What is the portfolio-level messaging limit?

The portfolio-level messaging limit is a change Meta introduced in October 2025 under which the marketing messaging limit is calculated and enforced for the whole Business Portfolio rather than for each phone number separately. Every WABA and number under one portfolio now draws from one shared daily allowance of unique marketing recipients.

Why it matters

Businesses that spread volume across several numbers to multiply their limits no longer can: the numbers share one pool. The upside is that a portfolio's overall tier can be higher than any single number earned, and a new number added to a mature portfolio starts with the portfolio's allowance rather than at 250.
