Messaging limits decide how many people you can reach with marketing on WhatsApp each day, and they changed twice in the last year: July 2025 removed utility messages from the count, and October 2025 moved the limit from the phone number to the Business Portfolio. Most explanations online predate one or both changes. This guide describes the 2026 rules, how to move up quickly, what moves you down, and how to plan a campaign that fits.

What exactly is limited?

The limit counts unique recipients of business-initiated marketing template messages in a rolling 24-hour window. Four things follow from that sentence:

  • It counts people, not messages. Two marketing messages to one person in a day use one unit.
  • It counts only marketing templates. Utility and authentication templates are outside the limit since July 2025.
  • It counts only business-initiated messages. Anything inside a customer service window (a reply to a customer who wrote to you) is outside it.
  • The window rolls; it is not reset at midnight. A recipient messaged at 3 pm frees their unit at 3 pm the next day.

Meta evaluates continuously and upgrades within about 24 hours of a number qualifying. Sending exactly half the limit is the qualifying line, so a number at 1,000 must reach 500 unique recipients in a week to move to 10,000.

What changed in October 2025: portfolio-level limits

Before October 2025 each phone number carried its own limit, and businesses multiplied reach by adding numbers. Since then the marketing limit is calculated for the whole Business Portfolio and shared by every WhatsApp Business Account and number under it. Consequences:

  • Two numbers in one portfolio no longer double your reach; they draw from one pool.
  • A new number added to an established portfolio starts with the portfolio's allowance rather than at 250.
  • A quality problem on one number affects the pool the others share.
  • Numbers in different portfolios remain independent, which is the only remaining way to keep brands' limits apart.

Meta's error 135000 appears in some cases where a send is held by portfolio-level checks; a good sending tool treats it as a temporary hold rather than a failure.

How to reach 10,000 in two weeks

  1. Verify the business in Meta Business Manager on day one; without it you are stuck at 250. Documents that pass first time in India: GST certificate or incorporation certificate with the name matching the portfolio exactly, plus a domain email or utility bill in the same name.
  2. Warm the number. From day two, send marketing to a few hundred consenting, engaged contacts a day, watching blocks. Reach 500 unique recipients across the first week without exceeding 1,000 on any day.
  3. Keep quality green. Include an opt-out line, send during the day, and stop any template whose blocks spike.
  4. Cross the line. Once 500 unique recipients in seven days is met, the upgrade to 10,000 arrives within a day.
  5. Repeat at scale. 5,000 unique recipients in a week at the 10,000 tier earns 100,000; 50,000 in a week earns unlimited.

What moves a tier down

A red quality rating drops the tier, and Meta can also lower it on a sustained yellow at high volume. The rating reflects blocks and reports over the trailing seven days, so recovery is a week of clean sending: engaged segments only, low frequency, clear opt-out. A number that keeps sending the same content to the same list after a drop goes from yellow to red to Flagged, and from Flagged to Restricted, where marketing stops entirely.

Checking your tier and allowance

In Meta's WhatsApp Manager, open the phone number and read the messaging limit line; it states the tier and, since October 2025, the portfolio-level figure. Tier changes arrive by webhook and are shown as events with the date, so a downgrade is never a surprise discovered mid-campaign.

Verification is the first tier jump

Most new accounts sit at 250 for weeks simply because business verification was never completed. It is a one-time task in Business Manager (Security Centre, Start verification) that needs a document with the exact legal name used on the portfolio and a domain email or phone confirmation; approval usually takes two to five working days. Until then the 250 limit applies and the display name stays pending. Doing it on the first day, before building templates, saves a fortnight.

Limits, caps and pacing: three different things

People conflate three mechanisms. The messaging limit is per business (now per portfolio) and counts unique marketing recipients per day. The frequency cap is per user and limits how much marketing one person receives from all businesses. Pacing is Meta sampling a new template on a small batch before releasing the rest, plus your tool's own send rate. A single campaign can meet all three: some recipients held for the limit, some capped, and the first few hundred paced.
