Error 132015 means Meta has temporarily paused a template because of a quality concern; error 132016 means the same template has been permanently disabled after repeated pauses. Neither one is something you can override or send around; the fix is different for each and VGraple CRM parks any affected campaign automatically the moment it happens.

Symptom

A broadcast, sequence step or automation rule sending a specific template starts failing on every recipient, with the campaign's status changing to paused and the reason stating the template is paused or disabled. Meta's own delivery error for 132015 reads along the lines of "Template is paused," and for 132016, "Template is disabled." Inside VGraple CRM, the campaign detail page shows the plain-language version and, for a 132015 pause, an estimated resume time; the template itself is also flagged in the template list, so it is clear before you even try sending again that this template specifically is the problem, not the audience, the account, or the number.

Why it happens

Meta runs an ongoing quality assessment on every template based on how recipients react to it: blocks, spam reports, and low engagement relative to volume. A template performing poorly on these signals is paused (132015) rather than the account or number being restricted outright, since the problem is specific to that template's wording, content or targeting. The first pause lasts three hours; a second pause within Meta's review window lasts six hours. A third pause escalates to permanent disabling (132016), not a longer pause, and a disabled template cannot be reactivated by any request or appeal.

The underlying cause is always recipient reaction, never a formatting or technical issue (those get a rejection at submission time, not a pause after approval). A template that was approved and sent successfully for weeks can still start pausing if its audience changes, for example if it starts being sent to a colder or less relevant list than the one it was originally approved and tested against.

Fix

  1. Check whether the campaign paused for 132015 or 132016 on the campaign detail page. The distinction changes everything about what to do next.
  2. For a 132015 pause, wait for the stated resume time and do nothing else. The pause lifts on its own; there is no request-a-review action, and attempting to resend before it lifts only fails again.
  3. Use the downtime to review the template's content and audience, not just wait passively. Vague or repetitive copy, promises that do not match what the business delivers, or a mismatch between the template's category and its actual content all increase report and block rates on the next send.
  4. If the same campaign needs to keep moving, switch it to a different, unaffected template rather than waiting out the pause, if the message can reasonably be rebuilt as a separate approved template.
  5. For a 132016 disabled template, do not resubmit the same wording under a new name. Write a genuinely different template, with clearer, more specific copy and, where possible, a narrower and more relevant audience than the one that caused the disabling.
  6. Check your phone number's quality rating too. The same blocks and reports that paused the template often show up there as well; see phone number quality rating for what to do if it has also dropped.

How VGraple CRM handles it automatically

The delivery pipeline detects 132015 and 132016 the moment either arrives on a send and immediately parks every running campaign using that template, rather than letting it continue firing into a wall of guaranteed failures across the rest of its recipient list. For a 132015 pause, the campaign's pause reason names the template and the pause's estimated end time, and VGraple CRM can resume the campaign automatically once the pause lifts rather than requiring a manual restart. For a 132016 disablement, the campaign is stopped outright with the remaining recipients preserved, since there is nothing to wait for; the template is marked disabled in the template list and removed from every picker across broadcasts, sequences and flows so it cannot be selected for a new send by accident.

This detection exists because the alternative, discovered the hard way across this category of tool before it was built, is a campaign that keeps attempting sends against a paused template for its entire remaining recipient list, wasting the daily messaging budget on guaranteed failures and delaying the moment a human notices anything is wrong.

Example

A cosmetic brand's promotional template gets paused for the first time (132015, three hours) after a broadcast to a colder-than-usual list. The remaining 1,400 recipients in that campaign are parked automatically rather than failing one by one, and the campaign resumes on its own once the pause lifts. The brand tightens the audience for its next send to the same template, and it does not pause again.

Prevention

The most effective prevention is matching a template's content and category honestly to what it actually says, since Meta's category rules exist precisely to route genuinely transactional content away from the stricter marketing quality bar; see what each template category costs for the distinction. Beyond category, avoid sending the same marketing template repeatedly to the same broad or cold audience; a template that performs well on an engaged segment can still pause if it is later blasted to a much colder list, since the pause is a function of recent reaction, not the template's history. Reviewing what each validator message means before submission also catches content likely to earn poor reactions before it ever reaches recipients.

What happens to a broadcast that was mid-send when the template paused?

Every recipient the campaign had not yet reached when the pause was detected is preserved exactly as it was, neither marked as sent nor discarded, so nothing about the audience needs to be rebuilt once the campaign resumes or a replacement template is chosen. Recipients the campaign had already reached before the pause keep whatever status they earned (sent, delivered, read, or a genuine per-recipient failure), since the pause only stops future attempts, it does not retroactively change what already happened. If you switch a paused campaign to a different template rather than waiting, the remaining unreached recipients are the ones who receive the new template; recipients already messaged with the original template are not resent, since doing so would mean the same person receiving two different versions of what was meant to be one campaign.

Frequently asked questions

What is the difference between error 132015 and 132016?
132015 means the template is temporarily paused for a quality review, and it will reopen on its own. 132016 means the template has been permanently disabled after repeated pauses, and it can never be reactivated; a new template is required.
How long does a 132015 pause last?
Three hours for the first pause on a template, six hours for the second. A third pause within Meta's review period escalates to permanent disabling (132016), not a longer pause.
Can I send the paused template to a smaller, safer audience instead?
No. The pause applies to the template itself across every recipient and every campaign using it, not to a specific audience, so switching who you send it to does not get around the pause.
Is a held or paused message charged?
No. Nothing is billed for a message that never delivers because its template is paused or disabled.
Does a paused template affect my phone number's quality rating too?
The recipient reactions (blocks, reports, low engagement) that caused the template to be paused often also affect the sending number's own quality rating, since both draw on the same underlying signals. Check your number's rating separately; see phone number quality rating.
Can I appeal a disabled (132016) template?
No. There is no appeal process for a disabled template. The correct response is to create a new template with meaningfully different content and, ideally, a better-targeted audience, rather than resubmitting the same wording under a new name.
