Error 130497 means Meta will not let the WhatsApp Business Account you are sending from message users in a particular country. It is a policy restriction on the sender, so the recipient's number is fine, and re-sending, changing the template or checking the digits will not clear it. What does clear it depends on your business category and on Meta's published country rules.
Symptom
A message fails with error 130497. In VGraple CRM the failure reads along the lines of: WhatsApp does not allow this business account to message numbers in the recipient's country (error 130497); this is a Meta policy restriction by business category, not a problem with the recipient's number. The same account can usually message recipients in other countries without trouble, and the failing recipients share a country code.
Typical places you meet it: a broadcast where only the recipients from one country fail, a flow step to a contact abroad, or a person outside your usual market who sends a JOIN message to the sandbox number and never gets a confirmation.
What does Meta say about error 130497?
Meta documents the code, briefly.
That is the whole of Meta's explanation in that table. It does not say which account is restricted, which countries, or how to appeal, so the rest of this article sticks to what Meta's messaging policy states and marks anything else as unverified.
Why does it happen?
The part of Meta's policy that Meta's own error text points at is the section on regulated verticals. The WhatsApp Business Messaging Policy allows businesses to message about certain regulated categories only in a limited set of countries, and says you must not use the platform to send messages about those categories outside the allowed countries.
So the likely reading of 130497, when you are in one of those categories, is that you are sending to a country that is not on your category's list. The lists differ a lot in length. The gambling list is short, while the over-the-counter and alcohol lists cover many more countries, so the same business can be allowed in one market and refused in the next.
Example
An online gaming business sends a promotion to a customer in a country that is not on the gambling and gaming list in Meta's policy. The message fails with 130497 for every recipient in that country, while recipients in listed countries receive it.
Meta does not say that the regulated-vertical rule is the only trigger. Other providers have also reported extra limits on sending between certain countries, such as between Brazil and Indonesia, for newer accounts. We could not find that described on Meta's own pages, so we do not state it as a Meta rule.
Is it my recipient or my account?
It is your account. The restriction is checked against the sending WhatsApp Business Account and the country of the destination. Nothing about the recipient's phone, its WhatsApp registration or its opt-in status is involved, so error 130497 is not the same as the "not on WhatsApp" failure in Error 131026, and a recipient whose number fails here may receive messages from other businesses.
Why can the sandbox JOIN message fail with 130497?
The sandbox number in your workspace belongs to a shared WhatsApp Business Account, and Meta applies its country rules to that account like any other. If Meta restricts it from messaging a country, a person in that country who sends JOIN receives no confirmation, and the failure can be silent for the person who did it.
That is a limit on the preview, not on you. The sandbox is only a preview, and everything real runs on your own WhatsApp number, which Meta assesses separately. Connecting your own number is the way past it. See Try the sandbox number and Connect a WhatsApp number.
Fix
- Confirm the pattern. Look at which recipients fail. If every failure shares a country code and other countries deliver, it is this restriction.
- Read Meta's policy for your category. Open the WhatsApp Business Messaging Policy and find your category. If you sell a regulated product, check whether the destination country is on its list.
- Stop sending to the restricted country. Remove those recipients from the audience, or segment them out, so the failures stop. Repeating a send to a destination Meta has refused changes nothing.
- Check your business category in Meta. If your business is listed in a category that is not what you sell, an admin of the portfolio can review it in Meta Business Settings. We do not give a menu path because Meta changes them.

- For a sandbox failure, connect your own number instead.

- The exact error text from the failed message.
- The recipient's country (not the full number if you would rather not share it).
- Your business category and the WhatsApp number you send from, in international format.
- The name of your Meta business portfolio.
We can read how Meta reports the account and raise the question with Meta. The decision on which countries a category may message is Meta's, and we do not promise how it will answer or when.

Prevention
Know your category before you build an audience. If you sell something Meta treats as regulated, check the allowed-country list first and keep a country field on your contacts, so a broadcast can exclude markets you may not message. Keep your opt-in records in order as well, since country rules and consent rules are separate checks, as Opt-in and consent explains. Watch your account's health on the number's card in Settings, as described in Channel health, because a restriction on the account is shown there alongside the other Meta limits.
