Error 131031 means Meta restricted or disabled the WhatsApp Business Account behind your number for a policy reason, or could not verify the data in the request against the account. No message can be sent until Meta lifts the restriction or the data is corrected.
Symptom
Every send from the number fails with 131031 and the channel shows a restricted or disabled state. Receiving may also be affected.
Why it happens
- Meta's policy enforcement restricted the account, for example after repeated violations of the messaging or commerce policy, or after the business could not be verified.
- The second case is a mismatch: the data sent with the request does not match what is stored on the WhatsApp Business Account.
Fix
- Open the account in Meta Business Suite, then WhatsApp Manager, and read the account status and any violation notice. Meta explains the reason there.
- Follow Meta's Policy Enforcement steps for that notice, and appeal in WhatsApp Manager if you believe it is a mistake.
- Check the business verification status in Meta Business settings and complete any step Meta asks for.
- Do not create new numbers to get around a restriction. It can extend the restriction.
- Tell us what Meta says so we can check the connection on our side. Open Support in the app and send the exact error text, the time and the number it happened on; the thread keeps the history.
In VGraple CRM
VGraple CRM shows the number's connection and health on Channels, and the failed message shows the code and Meta's text.
