Meta charges for WhatsApp Business API messages per delivered message, at a rate that depends on the recipient's country and the message category. For numbers in United States, Meta's rate card effective 1 October 2026 is: marketing USD 0.025, utility USD 0.0034, authentication USD 0.0034, and replies (service messages inside a customer-opened 24-hour window) free for the first 1,000 each month on each business phone number, then USD 0.0034. All figures are in Indian rupees as Meta publishes them; Meta bills them to your Meta Business account, not to your CRM vendor.

Meta policy

Since 1 July 2025 Meta bills per delivered message, not per 24-hour conversation. From 1 October 2026 two things change: replies are charged after the first 1,000 each month on each business phone number, and utility templates sent inside an open customer service window are charged too (until then they were free there). Marketing templates are always billed. Everything inside the free entry point window (up to 7 days) opened by a click-to-WhatsApp ad stays free.

For accounts billed in Indian rupees the same rate card lists marketing Rs 1.8313, utility Rs 0.2491 and authentication Rs 0.2491. Meta bills in the billing currency set on your WhatsApp Business account.

What a month costs: three worked examples

The table assumes every recipient is in United States, every message is delivered, and all replies go from one business phone number (each number has its own 1,000 free replies). Suppressed and failed messages are not billed.

Business sizeMarketing msgsUtility msgsAuthentication msgsRepliesMeta charges per month
Small (salon, clinic, tuition centre)1,0001,5000800 (0 charged)USD 30
Growing (D2C store, real-estate agency)10,0008,0002,0003,500 (2,500 charged)USD 293
High volume (e-commerce, edtech)50,00040,00015,00020,000 (19,000 charged)USD 1,502

Add the platform fee on top. VGraple CRM is USD 0 on the free forever plan, USD 19 on Starter, USD 49 on Growth and USD 119 on Scale a month, with no per-message markup. Platforms that resell the API typically add 10 to 25 percent to Meta's rate or charge per-message "credits"; ask for the Meta rate card and compare.

How to lower the bill

  • Move transactional messages to utility. Booking reminders, order updates and payment receipts belong in utility templates at USD 0.0034 instead of marketing at USD 0.025. Keep the body free of promotional text or Meta reclassifies the template.
  • Make each reply count. The first 1,000 replies a month on each number cost nothing, and after that a reply costs the same as a utility template (USD 0.0034). Answering a question fully in one message instead of three, and using in-chat forms for details, keeps more chats inside the free replies.
  • Answer ad leads while the ad window is open. A chat that starts from a click-to-WhatsApp ad is free for up to 7 days after your first reply, replies and templates included.
  • Send marketing to engaged segments. Meta's per-user frequency cap means low-engagement blasts are increasingly held or dropped (error 131049) and still cost money when delivered. VGraple CRM lets you retarget only readers and repliers of the previous campaign.
  • Suppress before you send. Opted-out, blocked and recently capped contacts are excluded automatically, so nothing is attempted that cannot be delivered.

If your Meta account has no payment method

Meta refuses templates from a WhatsApp Business Account with no payment method (error 141006). From 1 October 2026 it also delivers only the first 1,000 replies a month on each number, then stops delivering replies until a payment method is added in Meta Business Suite. VGraple CRM shows each number's free replies used this month on its settings card and warns you at 80% and at 100%, so this never comes as a surprise.

Volume and tier limits in United States

Pricing is only half the constraint. Meta also limits how many unique customers you can start marketing conversations with per rolling 24 hours: 250 for unverified businesses, then 1,000, 10,000, 100,000 and unlimited as quality stays green and volume grows. Since October 2025 the limit applies to your whole business portfolio, not to each phone number. VGraple CRM tracks the budget and parks a campaign until the window reopens instead of failing the remainder. See message delivery protection.

Estimate your own cost

The WhatsApp API pricing calculator applies these rates to your monthly volumes and compares platform fees. Rates for other countries: all countries.

The marketing pause

Marketing templates to United States numbers have been paused by Meta since April 2025 with no announced end date, so the marketing row on this card is moot in practice: sends are rejected or not delivered and never charged. Utility, authentication and replies inside the window deliver normally; from 1 October 2026 replies to US numbers cost the North America utility rate once the sending number has used its 1,000 free replies for the month. Indian businesses with US customers (exporters, travel agents, coaching institutes, NRI-facing services) keep WhatsApp for service and sales conversations the customer starts and run promotions by email and ads; the US pause guide covers the alternatives.

Suppression, not failure

A sending tool that understands the pause removes +1 US recipients from marketing sends before sending and reports them as suppressed, so the count you see before a campaign is real. Canada shares the +1 code but is not paused; the suppression is by number range, not by dialling code.

Frequently asked questions

How much does a WhatsApp marketing message cost in United States?
USD 0.025 per delivered message on Meta's rate card effective 1 October 2026 for United States numbers, billed by Meta to your Meta Business account. Utility and authentication messages cost USD 0.0034 and USD 0.0034. Replies inside a 24-hour customer service window are free for the first 1,000 each month on each business phone number, then USD 0.0034 each.
Is WhatsApp API pricing per message or per conversation?
Per message since July 2025, when Meta moved from 24-hour conversation windows to billing each delivered template message. From 1 October 2026 Meta also charges for service messages (your free-form replies inside the 24-hour window a customer opens) after the first 1,000 each month on each business phone number.
Are replies to customers still free?
Partly. From 1 October 2026 each business phone number gets 1,000 free replies a month, shared by 1:1 and group chats and not carried over. After that each reply costs the recipient country's utility rate, USD 0.0034 for United States. Everything inside the free entry point window (up to 7 days) opened by a click-to-WhatsApp ad stays free. If your Meta account has no payment method, Meta stops delivering replies once the 1,000 are used.
Does VGraple CRM add a markup on Meta's rates?
No. As a Meta Tech Provider, VGraple CRM connects your own WhatsApp Business Account to the API. Meta bills message charges to your Meta Business account at its published rates; the VGraple CRM plan is a separate flat fee starting at USD 0 on the free forever plan.
Which country's rate applies, the sender's or the recipient's?
The recipient's. Messages to a number in United States are charged at the United States rate regardless of where your business is registered.
Do failed or suppressed messages cost anything?
No. Meta bills delivered messages only. VGraple CRM suppresses opted-out, blocked and capped recipients before sending, so they are never attempted and never billed.
